ISO 39001:2012 Road traffic safety (RTS) management systems – Requirements with guidance for use
The main objective of ISO 39001 is to reduce the number of victims of road traffic crashes. It was developed in connection with the Decade of Action for Road Safety, proclaimed by the UN (2011‑2020) due to the global crisis in road traffic safety.
ISO 39001 provides guidelines for establishing and implementing a management system for road traffic safety (RTS), in order to assist organizations associated with and impacting the road traffic system to reduce the number of road traffic crashes and the resulting deaths and injuries.
The ISO 39001 can be applied in any organization, regardless of its type, size or the products/services it offers that would like:
- to improve the RTS performance;
- to develop, implement, maintain and improve an RTS management system;
- to guarantee its conformity with its stated RTS policy;
- to demonstrate conformity with this International Standard.
Requirements of this International Standard include:
- establishing and implementing an appropriate RTS policy;
- development of RTS objectives and action plans observing legal and organization-specific requirements;
- identifying elements associated with the RTS that an organization deems within its sphere of influence;
- continual development and improvement of the management system.
The organization should have a process of:
- assessing the number of road traffic crashes, the number of killed and injured;
- ensuring continual improvement of road traffic safety;
- observing and assessing events connected to road traffic safety.
ISO 39001 can be applied in public and private organizations that are related to RTS, such as: companies providing road cargo transportation services, companies providing transportation by means of bus, taxi etc., supply companies, courier companies, enterprises transporting goods between internal sites, airports, project companies, road construction companies, organizations maintaining transportation infrastructure, such as roads, bridges tunnels, railways, road signs, traffic lights, cameras, etc.
This International Standard is intended for the management of RTS. It is not intended to define requirements regarding transportation services or products (e. g. roads, road signs / traffic lights, automobiles, trams, passenger or goods transportation services, or emergency response services), in terms of Quality or technical specifications. This International Standard does not establish uniformity in the structure of RTS management systems or unification in the documentation. Participants in the road traffic system are all responsible to bring about reduction in the number of road traffic crashes, and thus implementing ISO 39001 does not free them from observing legal requirements and regulations.
