ISO 18788:2015 (BDS ISO 18788:2016) Management systems for private security activities. Requirements with application guidelines


The standard sets requirements and provides guidance for organizations that conducts or contracts security operations. It contains principles and requirements for a security operations management system (SOMS) and provides a framework for establishing, implementing, operating, maintaining and improving of these activities.
 
ISO 18788 enables security organizations and their clients to demonstrate a commitment to comply with their obligations under international law, the good practices set out in the Montreux document, compliance with the principles of the International Code of Conduct for Private Security Service Providers (ICoC), the UN "Protect, Respect and Remedy" Framework and the Voluntary Principles on Security and Human Rights created in 2000. It is applicable to any organization wishing to:
  • establish, implement, maintain and improve SOMS;
  • assess its compliance with its stated security operations management policy;
  • demonstrate its ability to provide services that meet the client needs are in conformance with applicable international, national and local laws and human rights requirements.
 
The structure of ISO 18788 is in accordance with Annex SL of the International Organization for Standardization (ISO), namely:
 1: Scope;
 2: Normative råferences;
 3: Terms and definitions;
 4: Context of the organization;
 5: Leadership;
 6: Planning;
 7: Maintenance;
 8: Activities;
 9: Performance evaluation;
 10: Improvement.
 
Scope

This International Standard is applicable to any type of organization that performs security activities, especially in an Environment where the rule of law or the rule of law may be vulnerable to human or other naturally occurring events. Such organizations, in coordination with clients and government entities, shall adopt and implement the standards necessary to ensure that human rights and fundamental freedoms are respected in order to protect life and property. They manage the use of tactics, techniques, procedures and equipment, including weapons in a manageable risk Environment.
 
The purpose of this International Standard is to improve and demonstrate the consistency and predictability of activities to maintain the safety and security of the client to ensure respect for human rights, national and international laws, and fundamental freedoms.

  • identification of security risks and their management in accordance with the applicable international and national regulations, strategic and operational objectives of the organization;
  • a framework that protects the safety, security and human rights of internal and external stakeholders, including customers and affected communities;
  • conducting comprehensive internal and external risk assessments related to safety, security and human rights risks;
  • implementing risk control measures that maintain the rule of law, respect for the human rights of stakeholders, protect the interests of the organization and its clients, and provide professional and services;
  • appropriate and sufficient operational control, based on an identified risk, to improve the health and safety and well-being of those working on behalf of the organization;
  • effective communication and consultation with public and private stakeholders;
  • conducting effective screening and tràining of persons working on behalf of organizations;
  • that the use of force is applied reasonably when necessary, proportionately and lawfully;
  • assessment of the characteristics of the provided services and the achievement of the objectives;
  • developing and implementing systems for reporting and investigating allegations of violations of international law, local law or human rights, as well as mitigating and eliminating the effects of adverse or destructive events.
